Research and Resource Development Unit

The Research and Resource Development (RRD) in the Office of Organizational Development provides research and analytical services and grant acquisition and monitoring to support innovative police operations and public safety practices. RRD staff collect, analyze, and disseminate departmental crime, other intelligence, and survey data. RRD members are also responsible for developing, administering, and monitoring all MPDC grants.


RRD consists of three sections:

  1. Analytical Support (Data and policy analysis, survey research)
  2. Central Crime Analysis Unit (CCAU) (Crime analysis and mapping)
  3. Grants Program Administration (GPA) (Coordination of new grant applications and monitoring of existing grants)

Services provided to the public include:

  • Conducting citizen and victim surveys and disseminating the results.
  • Filling requests by citizens for data on calls for service, arrest and crime statistics, trends in particular neighborhoods, and maps.

Services provided to department units include:

  • Producing crime statistics and other intelligence reports on a daily, monthly, and quarterly basis, as well as upon request by any Department member.
  • Providing research, analytical, evaluation, and survey support.
  • Conducting employee surveys.
  • Providing grant administration support.
  • Identifying new grant opportunities.

Services provided to other police jurisdictions and public agencies include:

  • Informing the Office of the Mayor about departmental performance measure achievements and crime trends, and offering policy recommendations based on analyses of Operational procedures.
  • Filling requests by other law enforcement, public, and private agencies for calls for service, arrest and crime statistics, and maps.
